这是一门研究发生在国际社会上的所有现象的学系。
从行为者的角度来说，这是一门涉及政府之间（GO）、非政府机构之间（NGO）、不同国籍的个人之间以及这些机构之间发生的问题的学问领域，不仅限于政治关系，而且包括经济、社会、文化等一切领域在内。因此，国际关系学可以说是一门包括国际政治学、国际经济学、比较政治学、地区研究等在内的应用学问。
